The incident at York’s historic castle took place on the afternoon of Thursday, 8 May.
A fire extinguisher was stolen from the scheduled monument.
A police spokesperson said: “The two people pictured on CCTV may have important information that could assist our investigation.
“If you recognise them, please contact North Yorkshire Police.”
